Кліматична безпека і військова діяльність: суб’єкт-об’єктна модель взаємозв’язку

На підставі міждисциплінарного підходу розглядаються соціально-структурні аспекти зміни клімату: соціальні причини та наслідки; соціальні стратегії пом’якшення та адаптації; соціально-політичні актори публічного дискурсу. Окрема увага приділяється причинно-наслідковим зв’язкам застосовно до політичних і безпекових проявів зміни клімату. Виокремлюються два типи ризиків: перший тип є наслідком прямого та непрямого впливу зміни клімату, тоді як другий спричиняється впливом зміни клімату на соціальні наслідки дезадаптації та енергетичного переходу. Аналізується суб’єкт-об’єктна модель взаємозв’язку кліматичної безпеки та організації військової діяльності. Зазначається особливість дилеми постматеріалізму для сфери військової діяльності, а саме протиставлення «екологізм vs боєздатність», що істотно ускладнює декарбонізацію збройних сил. Інституційною рефлексією з боку армії на зміну клімату є впровадження змін у системі професійної військової освіти та створення нової структури у військових підрозділах — кліматичної розвідки. Визначається головна перешкода для цивільно-військового співробітництва, яка полягає у відмінностях організаційної культури. Наголошується перспективність використання концепції «тотальної оборони» для оптимізації способів найму та інтеґрації цивільного та військового персоналу.
